In Pennsylvania homeowners and contractors are required to contact PA One Call, by dialing 8-1-1 at least three business days before beginning any digging or excavation project. When PA One Call receives a call, it

will alert the appropriate underground facility owners  of the intent to dig. The underground facility owners will identify any underground lines or facilities at the work site.

 


Our purpose is to prevent damage to underground facilities. To promote safety, we provide an efficient and effective communications network among project owners, designers, excavators, and facility owners.

The PA One Call system is a communications system established to prevent damage to underground facilities and promote safety. It provides on telephone number for contractors and the general public to call for notification of their intent to use equipment for excavation, tunneling, grading, boring, blasting, demolition or any similar work.

The following is a list of inspections that must be completed on all New Construction or Additions to Existing Structures as required by UCC and ICC CODES as indicated below: 

Call for an inspection twenty-four (24) hours in advance of required inspection. (Saturdays, Sundays, and Holidays are not included in this 24-hour notice).
Call the Township Monday through Friday at (717) 632-0320 between the hours of 8:30AM and 5:00PM.
  • Site inspection, property corners, structure corners, and driveway at road intersection, all located.
  • Foundation (Footer drain system, waterproofing, plumbing below basement finish floor)
  • Insulation
  • Public water & sewer
  • Framing (with rough-in components that will be covered with building materials)
  • Inspection of sidewalks
  • Inspection of footers prior to pouring of concrete.
  • Storm water system (approved design)
  • Well site & well permit
    (site, grouting, final)
  • Plumbing and pressure test plus mechanicals
  • On-site septic certification
    (By proper authority (717)637-3800 or (717)792-4088)
  • Three electrical inspections (by ICC approved 3rd party inspector). Same inspector must make all inspections, unless pre-arranged by Township.
  • Final for Use and Occupancy Permit

**Note: It is extremely important to call for required inspections on time!**
Any missed inspections may cause project delay, plus add extra cost to the project if materials have to be removed to make proper inspection!
West Manheim Township Permit List
Building permits are needed for the following:
Construction or Placement of any structure.
Example: House, mobile & modular homes, barns, garages, car ports, utility sheds, inground & above-ground pools or hot tubs, decks, porches, patios, walks, chimneys, retaining walls (over 48” high), electrical, mechanical, and plumbing. Also, additions to above listings.
Remodeling, Changing, or Replacement of :
All structures if any wall, ceiling, or floor supports are changed.
Doors or windows: new, replacement, or relocation of existing units.
Basements, kitchens, bathrooms, steps, decks, etc.
Driveways and fences.
Existing: street curbs and sidewalks.
Electrical, mechanical, and plumbing alterations.
Fencing Permits
To install or replace all types of fences or partial fences on property; with the only exception of fencing used for confinement of farm animals.
Driveway Permits
To establish any drive or parking area.
To add, alter, or replace any existing drive or parking area.(Including resurfacing of existing drive and parking area.)
Demolition Permits
Needed for the removal ofall structures and parts of structures, 150 square feet and more.
Permits are not needed for the following:

Painting-interior or exterior.

Fencing for farm animals only

Retaining wall 48” or less

Siding

Roof covering with like materials only.
(Additions or decking repairs need permits)
