York County Gypsy Moth Suppression Program
In 2007, York County residents reported high numbers of gypsy moth caterpillars with severe defoliation of trees in some areas. The County of York elected to participate in the Gypsy Moth Suppression Program in partnership with the Pennsylvania Department of Natural Resources. During June and July of 2007 residents submitted their names for property assessment, which was carried out in August and September. Those residents whose properties met the criteria of the state program were placed in spray blocks. Spraying will take place in late April or early May of 2008.

Tips To Conserve Water

Bathroom Areas
· Install low-flow plumbing fixtures and aerators on faucets
· Check for household leaks; a leaking toilet can waste up to 200 gallons of
water a day
· Take short showers instead of baths
Kitchen/Laundry Areas
· Replace older appliances with high efficiency, front loading models that use about 30
percent less water and 40-50 percent less energy
· Run dishwashers and washing machines only with full loads
· Keep water in the refrigerator to avoid running water from a faucet until it is cold
Outdoors
· Water outdoors in the early morning or evening hours to cut down on evaporation
· Use a broom, not a hose, to clean driveways, steps and sidewalks
· Use soaker hoses and trickle irrigation systems to reduce water use by 20-50%
· Cover swimming pools to prevent evaporation

FYI for Water Customers:
On April 17, 2007 the Board of Supervisors passed Resolution #2007-16 which implements a new rate structure for the water system which was recently sold to York Water Company. As of July 1, 2007 the water bills will increase to $54.00 for the minimum usage of up to 7,000 gallons per quarter. For every thousand gallon used over this minimum the bill will increase by $2.69.
Utility Easements
When Township residents plant shrubs, flowers and split-rail fences in the front (or street) right-of-way, it impacts the utility easements on the remainder of the home or building lot.
We continue to encounter more situations where folks have planting shrubs, trees, fences, sheds, etc. within the utility easement around their property. A utility easement is a right-of-way that exists solely for the purpose of maintaining, repairing, or replacing a utility located within it. That utility could be water, electric, natural gas, telephone, or cable. But more than likely it will be sanitary sewer. Most of the problems occur in the newer developments. The easements should be identified in your property deed and should be pointed out by your realtor when the house or lot is purchased. You run the risk of having to tear out those shrubs, trees, and fences if the Township or other utility company needs access to their lines. Since the Township doesn't allow those things placed there, we won't replace them.
FYI - West Manheim Township Trash & Recycling Information:
- Trash, recycling and one bulk item must be curbside by 6:00 am on your current day, Wednesday or Thursday.
- Yard Waste collected 3/15-12/15 each year on your current collection day.
- Up to 3 bags or containers of trash & unlimited amounts of recycling may be put out each week. Extra bags can be purchased at the Township Office for $3.50/bag.
- Bags or Containers must not exceed 32 gallons or 50 lbs.
- One bulk item a week is allowed with the regular trash.
- Call Penn Waste to schedule collection of Freon Appliances (i.e. freezer, refrigerator)
- No construction debris is collected curbside.

FYI - Yard/Garage Sales:
Residents interested in selling miscellaneous items on their property are required to purchase a yard sale permit. Each permit is valid for no more than three (3) consecutive days and no person can be issued more than two(2) yard sale permits within one calendar year. Cost of a yard sale permit is $5.00 and can be obtained at the Township Building. Signs advertising the sale cannot be placed on any utility poles or street signs.
